Because I don't remember the U.S.S Voyager being commanded by a supreme Borg Queen rather than a Captain...and I don't remember Seven of Nine having any kind of Borg royalty or superpower..."Voyager's Commanding Borg Queen is suffering from amnesia," First Officer Belanna Torres (who envies, worships and is secretly in love with Queen Seven) has whispered to the other bridge crew.
