You don't find as much TG themed stuff in the Golden Age, other than Madame Fatal, however there was some now and then, here are two.

Nightro (sic) was a short lived mystery man found in the pages of Daredevil Comics from issues # 2 – 8, a fairly blatant rip-off of DC comic's Dr. Mid-Night, Nightro was really detective Hugh Goddard who after being conked in the head and left in a radium mine by criminal had gone blind, however he found that though the use of a special pair of goggles he could not only see at night, but better they he could when he had been fully sighted. So donning a costume he and Blackie, his daytime Seeing Eye dog fought crime.

Nightro however did have one thing to his advantage that Dr. Mid-Night lacked; he was also a master of disguise, even though he still had to wear his special goggles while taking on another guise. Good thing criminals are not only a cowardly and superstitious lot, but also pretty stupid.

In issue # 6 Nightro pulls off his most surprising disguise.

The other is from Babe by Boody Rogers about a gal from the Hills who is the world's greatest athlete.

Most of the rest of the story however deals with women being turned into men, particularly the lead character Babe.
Batman couldn't do this... he doesn't have the legs for it.

However the Mad Doc being a woman hater the rest of the story is ehh.
