That second panel looks like it was originally a magical TG episode of an Archie comic book. Was it, and if so, which one?

Yes it was. It is from Archie 636. In it Salem switches the gender of everyone in riverdale.
It is a great story.
Note: Unlike many Archie comics, this issue had 2 covers and the variant actually shows Archina and the male versions of Betty and Veronica, while the standard version shows the normal versions of them and Jughead arguing
