Policy Update (re: juvenile content)

Attention all TGC Contirbutors --> After a discussion on the Forum @ TGComix regarding juvenile content, we have updated the TGCaps Contributor's Guidelines with the following: Images/panels that include underage children are acceptable with the following restrictions: 1) none under adolescent age; and 2) no sexual explicitness.
